Does this mean the USG is a terrible place to work overall?

the ODNI released a press release stating that the Intelligence Community is #4 in best places to work in the federal government.

“The Intelligence Community (IC) was honored on Wednesday as one of the 2009 Best Places to Work in the
Federal Government in an independent analysis of federal workers’ job satisfaction and commitment.  This was
the first time that the IC on the whole – ranked fourth overall among large agencies – was included in the
results, which were announced at a ceremony in Washington, D.C.

But…to me this seems to be a bit disingenuous, since the “IC” according to includes:  ODNI, CIA, FBI, NRO, NSA, and DIA, as well as military intelligence personnel, parts of DHS, State, Justice, DEA and other places.  In aggregate, this would total perhaps hundreds of thousands of workers.  Since none of the information for the IC is on the website, there is no clear number of individuals who participated in this survey, nor is there a demographic breakdown.  It strikes me as if someone in the ODNI is cooking the books on this one.
