DoD warming up to PLAN again…

…according to PACOM’s Commander, Adm. Timothy Keating.

[Keating] wants to see progress in moving the military relationship forward. “We are anxious to engage with them,” he said.

Why would this matter at this juncture?


The engagement will help to promote understanding between the two countries, particularly in light of China’s military buildup, Keating said. “We want to understand much better than we do now China’s intention,” he added.

This matters greatly since the Pentagon noted in its March 2009 Annual Report to Congress on the Military Power of the People’s Republic of China that:

Over the past several years, China has begun a new phase of military development by beginning to articulate roles and missions for the PLA that go beyond China’s immediate territorial interests, but has left unclear to the international community the purposes and objectives of the PLA’s evolving doctrine and capabilities. Moreover, China continues to promulgate incomplete defense expenditure figures and engage in actions that appear inconsistent with its declaratory policies.
